Evaluation of ERA released by the EC

On 7 November, the European Commission (EC) released a Staff Working Document evaluating the European Union Agency for Railways (ERA).
The evaluation highlights ERA’s relevance for enhancing safety and achieving interoperability and a unified rail market, while addressing challenges such as resource constraints that limit its effectiveness under the 4th Railway Package. Key findings include the need to streamline vehicle authorisation and safety certification processes, which are vital for safety and interoperability but currently cumbersome for applicants.
Progress on the European Rail Traffic Management System (ERTMS) has been slower than expected due to coordination and technical challenges. The Commission plans to propose a revised ERA Regulation by 2026 to enhance safety, digitalisation, and cost-efficiency, informed by the evaluation’s results.
