New ISO standard for the determination of fuel consumption and resulting CO2 emissions

On 31 May, the national standardisation bodies voted to approve a new ISO standard for extracting trip data out of nomadic and mobile devices for estimating fuel consumption and CO2 emissions. The original project was introduced by the national standardisation body of Belgium in close cooperation with ERTICO and project partners from the EU-funded projects CO-GISTICS, AEOLIX, 5G-LOGINNOV and FENIX Network, in which the Rhine-Alpine EGTC is a partner. The proposed ISO 23795-1:2022 “Intelligent transport systems — Extracting trip data using nomadic and mobile devices for estimating C02 emissions” introduces a methodology that enables fleet managers and drivers to better understand the impact of certain driving manoeuvres, thus supporting eco-drive, where they can improve tour planning by analysing the carbon footprint per trip rather than by checking fuel bills each month.

ERFA Rail: Block Exemptions Acceptable Conditional to Improved State Aid Guidelines for Railway Undertakings

On 06 July, the European Commission proposed a Council Regulation introducing rules to simplify procedures for State Aid to green transport. The adoption of the Regulation will enable the Commission to declare certain categories of State Aid to greener modes of transport compatible with the internal market and allow for the European Commission to introduce a Block Exemption Regulation for certain aids. ERFA believes this will have a positive impact on modal shift, but raises the importance of the upcoming revision of the State Aid Guidelines for Railway Undertakings. The European Rail Freight Association ERFA supports the initiative of the European Commission in terms of intermodal competition. The ability to simplify the granting of State Aid, so long as it is based on open, transparent and non-discriminatory procedures and clear compatibility conditions, will encourage Member States to introduce support measures to help in achieving modal shift, ERFA states.

Boosting rail transport: European Commission invites proposals for cross-border pilot rail services

The Commission Action Plan to boost long-distance and cross-border passenger rail announced pilot services to help test and implement measures to remove identified obstacles. The pilot services can help finding solutions to remove obstacles that still hinder the setting up and operation of cross-border railway services in the European Union and can therefore contribute to the growth of such services. Pilots can establish new services or enhance existing ones. The Commission will support these pilots by facilitating contacts between the relevant stakeholders and by providing assistance. With this invitation to submit proposals, the Commission invites interested stakeholders to propose cross-border pilot services that address obstacles identified in the action plan. For this invitation, no dedicated EU financial instrument is available, nor are derogations to existing EU legislation envisaged.
