The Association of German Cities (Deutscher Städtetag) and the European Offices of the Baden-Württemberg and of the metropolitan regions Stuttgart and FrankfurtRhineMain issued a statement on the provisions for urban nodes in the new TEN-T regulation. According to this, core concerns are: Maintaining subsidiarity and a fair balance between requirements and privileges for urban nodes together with practical provisions for corresponding spatial areas and a definition suitable for different structural circumstances.

Main recommendations are:

  • Define an urban node as a functional urban area.
  • Introduce an opt-in clause in the selection of affected nodal cities.
  • Synchronise the urban nodes’ obligations with implementation needs, e.g. grant more flexibility in the provisions on statistical information exchange and limit HDV recharging requirements to multimodal mobility hubs where this brings a practical added-value (long distance bus stations).
  • Guarantee a fairer balance between obligations and privileges, e.g. by specifying responsibilities for the support of nodal authorities and strengthening the funding side of the deal.
