Upcoming German government publishes mobility targets

The upcoming German federal three-party coalition government has agreed upon its general targets in a coalition contract, as the framework of future legislation. Here is a short summary of potentially relevant aims for the Rhine-Alpine corridor:

The coalition intends to prepare rail transport for substantial increase, met by a quick capacity expansion program. Infrastructure priorities will be given to measures toward the “Deutschlandtakt”, under which long distance passenger trains will operate every 30 minutes and connect with regional trains. Cross-border passenger transport shall be strengthened, which explicitly includes night train services. More semi-trailers shall be craneable; in intermodal service they shall not pay road toll within 50 km of a transfer terminal. Carload service will be strengthened, this includes introduction of automatic couplers.

Deutsche Bahn will remain a single legal entity. However, income from infrastructure services (which partly is from competitors) will explicitly stay within the infrastructure division.

Investment priority for road transport will be for repair and maintenance. Along the Autobahn network, the coalition intends better truck parking and related telematics. Road toll will consider CO2-consumption. New cars will need to run on e-fuels from 2030.

Inland waterway transport shall modernize

On inland waterways, the coalition intends to strengthen hinterland traffic as well as renovate and expand locks. For barges, there will be a fleet renewal program, shore power, and development of alternative fuel concepts.
