The 13th edition of the Rhine-Alpine talks explores future challenges for the RALP Corridor in the face of increasing transport flows and logistics from emerging global trade corridors. These new routes include not only the intercontinental rail freight connections between China, Russia and Europe (Belt and Road Initiative), but also the Middle East and Northeast Europe (International North-South Corridor). Given the increasing global transport flows over the next decades, it is important for EGTC members and relevant stakeholders to establish a sound and fundamental understanding of the impact of new geo-economic trends on regions and cities along the RALP Corridor.

EGTC has been involved in a 3-year Horizon 2020 project, PLANET, which aims to establish several future scenarios for assessing the expected impact of emerging trade routes on the TEN-T Corridors (https://www.planetproject.eu). The RALP Corridor was selected for one of Living Labs for the PLANET project, looking into the potential impact on the RALP Corridor of handling considerable volumes of goods due to expanding Eurasian rail freight. For the effective impact assessment three simulations (year 2019, 2030 and 2050) are developed in order to highlight the destinations of these flows and terminals facilitating inter-modal connections for first and last mile.

The talk will start with a key note, followed by presentations to be given by Panteia who developed the simulations for PLANET as a basis for exploring regional and local impacts on the RALP Corridor of the global transport and logistics flow and implications for last and first mile connections. An interactive Q&A session and breakout discussions are planned involving all the participants. The main goal of this event is to discuss future investment needs along the RALP Corridor and innovative ways of overcoming capacity issues through digitalization and optimisation, which would bring policy implications for TEN-T Corridors.

ERFA, FTE and ALLRAIL – Joint Vision on International Capacity Management

The European Rail Freight Association has published a press release on Joint Vision on International Capacity Management. For rail freight to be able to meet the objectives set out in the European Sustainable and Smart Mobility Strategy, it is essential that railway capacity management moves towards a system that is European, digital, flexible and secure. Rail freight undertakings must be able to book capacity which is in line with their business models and allows for flexibility to meet customer needs. Along with FTE (Forum Train Europe) and ALLRAIL, ERFA has agreed a common vision on how this can be achieved. The goal of rail infrastructure capacity management is to provide the necessary quantity and quality capacity for all traffic needs at the time when it is required by the customers. The current capacity models are not meeting these needs and, in many cases, remain strongly national in focus. This is a concern for rail freight given that more than 50% of rail freight crosses at least one border. ERFA believes that a common, European-wide process for capacity management, supported by the necessary legal framework at European Union level, is required. ERFA recognizes progress being made by some Infrastructure Managers on meeting rail frights needs, but it is critical that there is a common approach enshrined in legislation. Although well intended, national initiatives may deviate from common processes at the expense of cross border rail.
